Summary

The article provides an overview of analyzes of productivity and efficiency in the health sector with an emphasis on Norwegian and Nordic applications. The efficient frontier is described by a product or cost function. In both cases, a distinction is made between service producers who are efficient and those who are less efficient. Presented here are the most important methods, Data Envelopment Analysis (DEA) and Stochastic Frontier Analysis (SFA). In the health sector, mostly institutions have been analyzed, but also entire countries, regions and health systems. The hospitals in Finland are consistently more efficient and productive than the hospitals in the other Nordic countries, but the quality is not as high. In Norway, productivity analyzes are used in the management of the sector. One often finds an efficiency level of 85–95 percent with a productivity growth of 0–2 percent per year. Other analyzes find productivity improvements after major reforms, support for economies of scope and, in later analyses, also increasing returns to scale. The article identifies needs for further research into medical quality, marginal costs and capacity, as well as efficiency in psychiatry and substance abuse treatment.
