Summary
The tobacco industry plans to base their future earnings on the production of non-combustible nicotine products. These might replace the far more harmful cigarettes. The authorities must decide whether the products should have market access and, in that case, how strictly they should be regulated in relation to cigarettes. In a public health perspective, health gains from substitution must be traded against the health loss from additional use. We are launching a framework for such weighting based on estimates of the products' risk and usage patterns. We use snus as an example, because the basis for making risk assessments are good and usage patterns are established.
